14th January 2025  

Minutes

Present: Cllr D Forington – Chairman, Cllr W Forington - Vice Chairman, Cllr C Bainborough,

Cllr J Barratt. In attendance:J Barnett, Clerk. Apologies: Sheila Bibb Gainsborough Constituency Conservative Association, Cllr A Harris, Cllr J Scott.

1. Draft minutes of the Parish Council meeting held 19th November 2024, a true and accurate record.

2. Matters arising from the minutes

Following notification in the December 24 Parish newsletter, there had been no queries regarding ceasing of the Parish newsletter. The December 24 newsletter being the last. Those Cllrs present

agreed that other Councils no longer send out hard copy newsletters and that Parish information can be placed on the Parish notice board, the Parish Council website and the village Facebook. 

 The proposal for the planting of red robin bushes and maintenance of the war memorial /village  green areas have been  followed up.  Cllr Bainborough proposed sixty red robin bushes to further 

 enhance the memorial area, £540.00 for sixty, plus mulch, chippings and autumn bulbs for next  year. Cllr W Forington will purchase the plants. Cllr Bainborough offered to share  50% of the

 labour costs, £500. Cllr W Forington proposed that the Council approach East  Stockwith and  Walkerith Village Hall Trust for funds, given that the war memorials belong to both  East Stockwith

 and Walkeith. Planting of the red robin bushes is likely to be April 2025 when. stock is available at the nursery.

4. Planning applications

None received.

5. West Lindsey Parish Council Engagement

 Cllr Barratt is in the process of setting up Teams chats with Gainsborough Police and has  good communication directly with Inspector Michael Head and PC Connor Brandwood. The Engagement Sessions have been too focused on speeding issues. This has been fed back. Cllr Barratt and Cllr W Forington will consider attending the Engagement Sessions when relevant.

6. Finance

  • Precept 2025/26, final Precept claim agreed at £5,000. Precept form signed by the Chair, two Cllrs and the Clerk as required. To be submitted by 24.01.2025.
  • The financial position at the bank was presented. The bank statement, dated  29.11.2024, showed a balance of £11,057.76. Payment in December 2024, £550.00 Helping Hand, churchyard grass cutting. Payments to follow, December  2024 newsletter £25.00, LALC Subscription £95.02, Clerk’s salary and PAYE. 

7. A.O.B 

The Clerk to follow up with the Environment Agency regarding the overgrown willows on the riverbank running from the end of Carr Lane through to Walkerith. They haven’t been cut for a while and are now splitting and being taken over by elder bushes. They need to be regularly cut to encourage fresh rooting which holds the foreshore together and stops erosion.
