Minutes
Present: Cllr D Forington – Chairman, Cllr W Forington - Vice Chairman, Cllr C Bainborough, J Barratt, Cllr A Harris, Cllr J Scott. In attendance:J Barnett, Clerk. Sheila Bibb Gainsborough Constituency Conservative Association. Apologies: Cllr L Rollings.
1. Draft minutes of the Parish Council meeting 16th July 2024.
Agreed as a true and accurate record. Proposed: Cllr W Forington, Seconded: Cllr Harris.
2. Matters arising from the minutes.
The Parish Council vacancy is advertised, e.g., notice board, newsletter, Facebook. It was stated in the August Parish newsletter that the vacancy is for East Stockwith. The Clerk followed up with Lincolnshire County Council (LCC) Highways regarding the ‘slowdown horses’ signage requested last year but there has been no response. Information about the FixMyStreet App was inserted into the August Parish newsletter. The Clerk fed back on the Police and Crime Commissioner Engagement Sessions which are taken up with councils raising speeding issues. Cllr Barratt spoke with Inspector Mike Head about the Country Watch Scheme and rural crime. The Clerk emailed LCC Highways about the legalities of using trail cameras with regards to fly tipping but no response. The Clerk, so far, has been unable to source a suitable printing company for the Parish newsletter.
3. Adjournment for public participation.
One resident was present and presented several matters for consideration;

The speed of some cars using Little Walk pose a danger particularly to families and children. Suggestion of a 20mph sign. There was agreement that requesting an Archer Survey would be the best approach. The Clerk to follow up.

Volunteer help needed in November/December to sweep the autumn leaves in Little Walk. Cllr Scott offered to help. The Clerk to place information in the next newsletter; contact Kevin Hill, hillkevin886@yahoo.com for further information.

Overhanging trees along Little Walk make the road unsuitable for HGVs. There are ‘Low Trees’ signs along the road, although of little use once an HGV has turned into the road.

A suggestion for East Stockwith and Walkerith to submit a bid to East Stockwith and Walkerith Village Hall Trust to pay for the churchyard grass cutting in East Stockwith and grass cutting required by Walkerith. Cllr D Forington said the Parish Council was unable to speak on behalf of the Trust. It was noted that the Trust could not engage in activities of a religious nature. The date of the next Trust meeting to be placed on the Parish notice board/newsletter in good time.
4. Planning applications.
There was none.
5. Follow up on query regarding riverbank spraying.
A resident was concerned about the recent riverbank spraying by the Environment Agency. There was no prior notification about this. Cllr W Forington said the product sprayed, on the 15th July, would be MCPA/24D. This is used to control docks and nettles. It is a largely harmless product to animals and there would certainly be no issue now.
6. Finances.
Financial position at bank £12,455.61. Financial reconciliation and forecast presented. There will be costs for the churchyard grass cutting and upkeep of the memorial area including a winter planting scheme. However the financial position remains healthy. Payments since last meeting, LC Printing. Payments, Clerk’s salary & PAYE and newsletter printing. The declaration of compliance has been submitted to the Pensions Regulator.
