Minutes
Present: Cllr D Forington – Chairman, Cllr C Bainborough, Cllr J Barratt, Cllr A Harris. In attendance: J Barnett Clerk, Sheila Bibb Gainsborough Constituency Conservative Association. Apologies: Cllr W Forington - Vice Chairman, Cllr J Scott.
1.Election of Chairman. Cllr David Forington was nominated as Chairman and duly elected. Proposed: Cllr C Bainborough, Seconded: Cllr J Barratt.
2. Election of Vice Chairman. Cllr Will Forington was nominated as Vice Chairman and duly elected. Proposed: Cllr C Bainborough, Seconded: Cllr J Barratt.
3.Draft minutes of the Annual Parish Meeting 12th March 2024. Agreed as a true and accurate record. Proposed: Cllr J Barratt, Seconded: Cllr D Forington.
4. Matters arising from the minutes. There has been no contact from BT Openreach against the proposed installation of eight new 8mtr poles to be placed opposite the fishery in East Stockwith. LCC Highways cut back the overhanging trees on the Walkerith Road between East Stockwith and Walkerith. There was further discussion about hedges encroaching onto roads. The Clerk to follow up. The village notice board is in place. The Parish Council vacancy was noted and advertising to continue, e.g., notice board, newsletter, Facebook. The Clerk had followed up with LCC Highways regarding, ‘slow down horses’ signage’ requested last year.
5. Adjournment for public participation. No comments from the public present.
6. Election of Police and Crime Commissioner, Lincolnshire
In May 2024, Marc Jones was re-elected as Police and Crime Commissioner for Lincolnshire. Cllr J Barratt will attend the second PCC engagement session on the 4thJuly. 2024. These sessions give elected members the opportunity to hear about the work to keep communities safe. All Cllrs present agreed about the importance of attending the sessions and in particular raising the issue of rural crime. Fly tipping was also discussed. The Clerk to arrange for Cllr J Barratt to attend.
7. Finances
7.1 Financial position at bank 28.03.24, £7778.72. The 2024/25 budget forecast with known expenditure is £2,457, including the VAT claim, see No. 7.3. Further expenditure includes the installation cost of the notice board and cutting the churchyard grass in the summer. The Cllrs considered a planting scheme for the memorial area and to insert further information in the newsletter.
7.2 AGAR. The 2023/24 Certificate of Exemption AGAR Form 2, Annual Governance Statement, Accounting Statement were all signed by the Chairman and Responsible Financial Officer/Clerk. The Annual Internal Audit Report 2023/24 was signed by the RFO/Clerk. The Notice of Public Rights and publication of AGAR will be displayed as appropriate.
7.3 VAT Claim. £444.49 to 31.03.2024.
7.4 Payments. Clerk’s salary, and PAYE.
8. Review of policies. The Clerk to review policies before the next meeting.
9. Any other business. WLDC requested observations on planning application,148260. Location, Grosvenor House Care Home, Back Street, East Stockwith, Gainsborough DN21 3DL. Cllr C Bainborough withdrew from the meeting to ensure no conflict of interest. All Cllrs present were in favour of the application. The Clerk to notify WLDC.
