Draft Minutes
Present: Cllr D Forington – Chairman, Cllr W Forington - Vice Chairman, Cllr J Barratt, Cllr A Harris, Cllr J Scott. In attendance:J Barnett, Clerk. Apologies: Cllr C Bainborough, Cllr J Clews.
1. Draft minutes of the Annual Parish Meeting 14th May 2024. Agreed as a true and accurate record. Proposed: Cllr J Barratt, Seconded: Cllr D Forington.
2. Matters arising from the minutes.
There was a discussion regarding planning application 148260 which had been received by the Parish Council from WLDC with little time to add this as an agenda item for the July meeting. It was submitted as AOB. All agreed that ‘Planning Applications’ needs to be a standard agenda item at every meeting.
The Parish Council vacancy was noted and advertising to continue, e.g., notice board, newsletter, Facebook. There had been some interest in the vacancy following from the advert placed in the recent East Stockwith Parish newsletter. Given that the newsletter is also sent to Walkerith, to save any confusion it was agreed that it needs to be noted in the next newsletter that the vacancy is for a Councillor at East Stockwith Parish. It was also agreed that clarity about East Stockwith and Walkerith Village Hall Trust would be helpful in the next newsletter. The Clerk had followed up with LCC Highways regarding the ‘slowdown horses’ signage requested last year but no action has been taken by LCC. The Clerk to follow up again. There was a discussion about overhanging hedges and the use of FixMyStreet was discussed. It was proposed that a message about the FixMyStreet App, how to use this, and the benefits goes into the next newsletter.
Cllr Barratt attended the second Police and Crime Commissioner engagement session held on the 16th July 24, just prior to the evenings Parish Council meeting. Much of the session was taken up with parish councils raising speeding issues and the Clerk to feed this back on Cllr Barratt’s behalf. Cllr Barratt raised the issue of rural crime at the session. The Country Watch Scheme was also noted. There was a further discussion by the Parish Council about fly tipping and the use of Trail cameras. The Clerk to follow up on legalities.
The Clerk had reviewed the Parish Council policies.
3. Adjournment for public participation. No public present.
4. Newsletter
LC Printing has permanently closed and the Clerk to see if there are other local printing companies. All agreed that the cost of the printing will increase and that, subject to finding another printing company, the Parish Council should ask East Stockwith and Walkerith Village Hall Trust if they will bear the cost of printing the newsletter if it continues to be distributed to Wakerith. The Parish Council hoped that Walkerith residents found the newsletter helpful, and there was feedback that suggested so, (other than the minutes of the East Stockwith Parish Council meetings which are pertinent to East Stockwith), and inserting information about the East Stockwith and Walkerith Village Hall Trust benefits both villages. The Clerk to follow up.
5. Finances
5.1 Financial position at bank 30.06.2024, £12,841.41. Payments since last meeting, LC Printing. Payments, Clerk’s salary, and PAYE. It is likely there will be little or no cost for installing the notice board. There will be costs for cutting the churchyard grass in the summer and possibly for a grass verge in East Stockwith. Information on suggestions for small expenditure to enhance the memorial area was placed in the June 24 newsletter although no suggestions were put forward from residents. Cllr Bainsborough is considering a planting scheme for the area.
