1. The minutes of the meeting 20.09.2022 were agreed as a true and accurate record. Proposed; C Bainborough, Seconded: Cllr A Harris
2. Matters arising from the minutes. East Stockwith and Walkerith Village Hall Trust had agreed to pay for the maintenance of the community defibrillators, located in East Stockwith and Walkerith, with LIVES (Saving Lives in Lincolnshire) via an annual service level agreement. LCC not be contacted to straighten the 30-mile speed limit signs which are located at the entrances to the village.
3. Memorial Service. The Service was well attended. All agreed that the Memorial area with the addition of the new benches made for a communal setting and was an asset to the village.
4. Adjournment for public participation. One member of the public attended the meeting. There was further discussion about the speed of cars passing through the village. Cllr Forington referred to an Archer Survey carried out by Lincolnshire Road Safety Partnership which was requested by an unknown resident. The Survey, which was installed on Back Street, commenced on the 23rd of September 2022 and continued for a full seven-day period. Analysis of the speed data showed that the average speed of vehicles was 20.9-mph in a 30-mph limit. The Data Collection Analyst at Lincolnshire Road Safety Partnership stated that the results of the Survey together with an analysis of the collision data showed that the criteria required for either fixed or mobile speed camera enforcement was not met. There was a request to find out who had approached LCC with regards to carrying out the Archer Survey. The Clerk to follow up.
5. Little Walk. Following concerns by a resident regarding the impact and potential damage to neighbouring properties due to large and high lorries passing down Little Walk knocking streetlights and branches off nearby trees, this had been addressed by: Placing signage on the corner of Little Walk and Back Street informing vehicles about access to TH Forington & Son Ltd (100 yards further on), as advised by Steve Hudson at LCC; Cutting the hedge at the end of Little Walk to expose the 'No Through Road' sign; Installing ‘Low trees’ signage along Little Walk; Steve Hudson at LCC referring the matter to LCC Signs & Lines Team for advice - LCC were unable to enforce matters. Further exploration by the Parish Council suggests that the owner of the tree in question has had the tree privately surveyed and the Parish Council also understands that all the trees along the roadside that are under the same ownership have been surveyed. The Parish Council concluded the matter is now closed.
6. Community Speed Watch Scheme. The Parish Council have joined the CSW Scheme and purchased six passive notices; a system of highly visible warning signs intended to assist drivers to be aware of the speed limit and the need to check their speed. These notices are supplementary to the compulsory signs required by legislation. 7. Precept 2023/24 was agreed at £5,000, the same level as 2022/23. The Cllrs recognised that with the economic climate and cost of living crisis keeping costs down was essential. The signed Precept Form to be returned by 25.11.22 along with a copy of the latest annual audit return. Final Precept claim to be submitted by 27.01.2023. Parish Council Insurance, through Gallagher Insurance (Provider, Hiscox Insurance Company Ltd), Renewal due 05.12.22, £549.42 (Previous year £382.70) . The asset register was agreed. It was noted however that the grit bin was not on the asset register. The clerk to follow up. Financial position at bank 28.10.2022, £9,860.70. Accounts presented to 28.10.2022 and to date. Cheques for signature: Insurance, payable to: Gallagher Insurance, £549.42. Poppy wreaths, £60, Clerk's salary & PAYE. Chequea paid LC printing £7.80.
