East Stockwith Parish Council Meeting

20th September 2022 at 7pm

Present:  Cllr D Forington, Cllr W Forington, Cllr C Bainborough, Cllr J Barratt, Cllr C Connolly, Cllr A Harris

            In attendance: Jenny Barnett, Clerk

            Apologies:  Cllr C Kernan

1.     The Minutes of the meeting of the 26.07.2022 were agreed as a true and accurate record.

2.     Matters arising from the minutes

LCC Highways agreed that the remedial works carried out with regards to the poor state of the verges in Carr Lane was not completely satisfactory. LCC Highways suggested that the remedial works are far larger than repairing an isolated spot and it is likely that such works would need to pass through planning.  Their intention is to monitor the situation over the winter months.

All Cllrs present agreed to increase the sum insured on the two memorials to the value of £15k. The Clerk to action.

3.     Adjournment for public participation

Three members of the public attended the meeting.Three members of the public attended the meeting. There was a request to straighten the 30-mile speed limit signs which are located at the entrances to the village. The Clerk to follow up with LCC Highways. There was some discussion about the exact location of the signs which are positioned a reasonable distance within the village signs. There was concern about the impact and potential damage to neighbouring properties due to large and high lorries passing down Little Walk knocking streetlights and branches off nearby trees. There was also a discussion about the speed of some cars when driving down Little Walk. There was a request for adequate signage regarding the above at the entrance to Little Walk and/or restrictions notices. The Parish Council agreed to approach LCC Highways regarding the above and request a survey of Little Walk. The Chair and Clerk to follow up. 

4.     Community Speed Watch

There was a lengthy discussion about the benefits of joining the CSW Scheme. The Cllrs recognised the responsibility of implementing, monitoring, and maintaining the battery powered speed indication devices and the disproportionate cost from the precept. The Parish Council agreed to find out more about joining the Scheme and obtaining the passive notices; a system of highly visible warning signs intended to assist drivers to be aware of the speed limit and the need to check their speed. These notices are supplementary to the compulsory signs required by legislation. The Clerk to follow up. 

5.     Finances

                           Financial position at bank 30/08/2022, £10,226.30 

                           Financial reconciliation to 30/08/2022 presented. 

                           Cheque for Clerk ‘s salary and PAYE was signed. 

                           Cheque for £7.80 LC Printing was signed.
