Present:  Cllr D Forington, Cllr W Forington, Cllr C Bainborough, Cllr J Barratt, Cllr C Connolly, Cllr A Harris, Cllr C Kernan, 

            In attendance: Jenny Barnett, Clerk

            Apologies:  None

1.     DRAFT Minutes of the meeting of the17.05.2022 were agreed as a true and accurate record.

Approved Cllr C Kernan   Seconded: Cllr W Forington.

2.     Matters arising from the minutes

Work commenced by LCC on improvement to the verges at Carr Lane.

The new benches have now been sited next to the memorials. The old benches have been recycled by a local resident. 

3.     Adjournment for public participation

Kevin Hill presented information about Community Speed Watch and asked the Cllrs if ESPC would apply for membership of the scheme.   Lincolnshire Road Safety Partnership are inviting PCs to join. A discussion ensued about the dangerous speeds by some vehicles passing through the village including passing through Back Street and Little Walk. There was concern about the potential and serious consequences of speeding traffic through the village.  The Cllrs welcomed the request and asked if the information could be passed onto them for consideration. KH to share the information about the scheme via the Clerk. Cllrs to bring this forward as an agenda item next meeting for a decision. Information on the scheme to go into the next newsletter as a way of consultation. 

4.     Village traffic and speeds, this was discussed as above.

5.     The tree near to memorial, this has recently been pruned.

6.     Carr Lane, state of the road. As above, work commenced by LCC on improvements to the verges.

7.     Finances

  • Financial position at bank 30/06/2022, £13,924.70 This included a V.A.T payment  of £378.73.
  • Financial reconciliation to 30/06/2022 presented. 
  • Cheques previously drafted: No 587 - £7.80 LC Printing (June newsletters). No 588 - £94.00 Planters. Thanks went to Jean Day for potting of the plants. 
  • Cheque for £3,231.60 for siting of the benches was signed. VAT to be reclaimed.
  • Cheque for Clerk ‘s salary and PAYE was signed.

8.     Fixed assets (War memorials), it was agreed to seek further insurance costs to the value of £20K.

9.     The Cllrs were satisfied that all relevant polices have been reviewed and updated.
