Annual Assembly of East Stockwith Parish Council 15th March 2022 at 7.00 pm
DRAFT Minutes
Present: Cllr D Forington, Cllr W Forington, Cllr C Connolly, Cllr C Kernan, Cllr J Barratt, Cllr L Clews.
Apologies: Cllr C Bainborough, Cllr A Harris. In attendance: Jenny Barnett, Clerk
1. The Draft minutes of the Annual Assembly of East Stockwith Parish Council held on the 16th March 2021
1.1 These were agreed as a true and accurate record.

2. Matters arising from the minutes
2.1 There were no matters arising.
3. Annual Report – Chairman
PC Meetings convened last July following lessening of Covid 19 restrictions. It was with deep sadness that the Council were informed of the passing of one of its hardworking and popular members Cllr Mick Kernan. Cllr Joe Barratt was therefore elected to join ESPC. Jenny Barnett was appointed as Clerk to ESPC when Di Millward stood down. Thanks go to Di Millward for her dedication to the Parish Council over many years and to Jenny Barnett for the smooth transition. The Council purchased the new benches for the memorial site and these to be in situ Spring 2022. QuickLine have finally secured a faster Broadband for several residents. The ongoing issue with the state of the road and verges at Carr Lane is a challenge. The state of the road over winter has deteriorated. The Council have now provided a salt box on Front Street for use by Local residents, although there was a delay by LCC with the salt delivery. East Stockwith and Walkerith Village Trust are in the process of replacing the village signs. The design is being finalised.

6. Finances
6.1Financial position at bank 31.01.22 = £9,342.98.

6.3 LALC Subscription £81.41 paid 13.02.2022.

6.4 Clerk’s salary and PAYE administered, and cheques signed.

6.5 The Pensions Regulator - Declaration of compliance completed.
6.6 Cllr D Forington said that ESPC was in a healthy financial position which should see the
Council in good stead going into next year.

7. The Draft minutes of the January 2022 ESPC meeting 7.1.These were agreed as a true and accurate record.

8.Matters arising from the minutes
8.1 JB to make further contact with Cllr C Perraton-Williams about the state of Carr Lane. Cllr
L Clews to support.
9. Benches for the memorial site
9.1 The benches are ready to place on site. The Council to seek costs for a base for siting. 10.Little Walk, height and weight restrictions for vehicles
10.1 The Council to consider placing a sign on private land in close proximity to Little walk to
deter large HGVs accessing Little Walk.
11. Formal resolution to adopt the LGA Model (West Lindsey) Code of Conduct including
signed undertaking by Cllrs to abide by the Code.
11.1 The Cllrs voted unanimously to adopt the LGA Model (West Lindsey) Code of Conduct. 11.2 Those Cllrs present signed Undertakings to abide by the Code. JB to obtain signed
Undertakings from those Cllrs not present.
