DRAFT Minutes 

 

               Present:  Cllr D Forington, Cllr C Bainborough, Cllr C Kernan, Cllr J Barratt, 

               Apologies: Cllr W Forington, Cllr C Connolly, Cllr A Harris, Cllr M Snee, Cllr L Clews.

               In attendance: Jenny Barnett, Clerk.

       1. Minutes, November 2021 meeting, agreed as a true and accurate record

Proposed: Cllr C Kernan         Seconded: Cllr C Bainborough 

  1. Matters arising from the minutes
  • All Cllrs present agreed that there have been improvements with the Quickline service.
  • Benches for the memorial site likely to be in situ Spring and site to be prepared.
  • J Barnett has been unable to contact Cllr Clio Perraton regarding the state of the roads in Carr Lane. J Barnett agreed to contact LCC Highways direct.
  • The free salt from LCC arrived for the newly purchased grit bin. 
  • The Cllrs considered and agreed the completed Icy Surfaces Risk Assessment. All Cllrs agreed to use the risk assessment as an internal document. Nevertheless, the Cllrs agreed that information on the use of the salt (No gritting schedule to be put in place and residents to use salt provided at own risk), location of grit bins and who to contact in a query to  be placed on the village notice board and the village Facebook.

     3 Finance

  • Precept 2022 23, Final Claim agreed at £5,000.  Cllr D Forington, Cllr C Kernan, and Cllr J Barratt subsequently signed the Precept Final Claim form. J Barnett, Clerk, countersigned. The form to be submitted to WLDC by 28.01.2022.
  • Insurance renewal due 05.12.21, £382.70 paid and confirmed.
  • Financial position at bank 31.12 2021 = £10,392.98.
  • Accounts presented to 31.12 2021 and to date.
  • Clerk’s salary paid to date, (To end Jan 2022) PAYE cheque also signed and to be submitted to HMRC. 
  • As an employer, ESPC to ensure it is compliant with the workplace pension scheme.

  • Facebook page for East Stockwith working well. All agreed to limit profit making activities such as advertising and to keep for community-based activities for the village rather than Council business.
