East Stockwith Parish Council Meeting

16th January 2024 

MINUTES

Present: Cllr D Forington – Chairman, Cllr W Forington - Vice Chairman, Cllr C Bainborough, 

Cllr J Barratt, Cllr A Harris.  In attendance: Jonathan Scott, Jenny Barnett, Clerk

1.     Draft minutes of the Parish Council Meeting held on the 14th November 2023 

Agreed as a true and accurate record. Proposed; Cllr W Forington, Seconded; Cllr C Bainborough

2.     Parish Council Vacancy

Following the resignation of Cllr Carol Kernan, and confirmation from the Returning Officer at WLDC that an election was not required, Jonathan Scott was proposed by Cllr D Foringhton to be co-opted as a member of East Stockwith Parish Council. This was agreed by all Cllrs. Jonathan Scott to sign the Declaration of Acceptance of Office, Register of Member Interests, Receipt of Code of Conduct, and the Clerk to notify WLDC.

Following the resignation of Cllr Chris Connolly in December 2023 a notice of vacancy was placed on the village notice board for a period of 14 days. The Returning Officer at WLDC informed the Parish Council that an election was not required, and a notice will be placed in the next newsletter and on the East Stockwith village notice board seeking candidates for co-option. All Cllrs thanked Cllr Connolly for her dedication and length of service supporting the Parish. 

3.     Matters arising from the previous minutes.

There are no updates on the objection to BT Openreach against the proposed installation of eight new 8mtr poles to be placed opposite the fishery in East Stockwith. LCC Highways have confirmed they will cut back further the overhanging trees on the roadside between East Stockwith and Walkerith by mid-April 2024. The new village notice board has arrived and will be installed in the Spring. Cllr D Forington and the Clerk to follow up on online banking.

4.     Adjournment for public participation

One member of the public was present. There was a discussion on the Parish Council Engagement Session held in December 2023 by Lincolnshire Police and Police and Crime Commissioner Marc Jones, see No. 5.

5.     Parish Council Engagement Session

Throughout December, Lincolnshire Police and Police and Crime Commissioner Marc Jones embarked on a programme of engagement across the county giving elected members the opportunity to hear about the work being done to keep communities safe.  Cllr W Forington attended a session. There was no mention of rural crime at the session, but Cllrs agreed that all rural crime should be reported. This was endorsed by Marc Jones.  All agreed to continue to raise this in the village newsletter. 

6.     Devolution in Greater Lincolnshire

There was a discussion on devolution in Greater Lincolnshire. Lincolnshire County Council, North Lincolnshire County Council and North East Lincolnshire Council have secured a devolution deal with government worth over £750 million which, if progressed, means money and power can move from government to decision makers in greater Lincolnshire. 

To seek this level of powers, money, and a say in how it is spent, local councils must produce a draft proposal and consult on it. This consultation is an opportunity for everyone in the area to have their say about the devolution proposal. It is open to people who live or work in Greater Lincolnshire, businesses, community and voluntary groups, and other organisations in the area. Information was placed on East Stockwith village notice board in December 2023.  The consultation closes 29th January 2024.

7.     D Day 80, 6th June 2024

D-Day 80 will take place on the 6th June 2024, throughout the UK, Channel Islands, Isle of Man and UK Overseas Territories to commemorate and celebrate the 80th anniversary of the D-Day landings on the five beaches in Normandy, France, which took place on 6th June 1944. The Cllrs considered using this occasion to pay ’tribute’ to the many thousands that sacrificed so much in helping to secure the freedom we all enjoy today. 

8.     Finances

The final precept was agreed at £5,000, the same as previous years.  Cllr W Forington and Cllr C Bainborough signed the final precept form. The clerk also signed the form as required and the form to be submitted to WLDC by the 26.01.2024. Financial position at bank 29.12.2023, £11,034.85. Accounts presented to date. Cheques for signature, Clerk’s salary and PAYE. Cheques paid since last meeting, Green Barnes £2,425.91, JB(RBL) £255, LC Printing, £15.60.

9.     Meeting closed: 8.00pm. Next meeting, 12th March 2024 at 7.00pm at Grosvenor House, Back Street, East Stockwith.  Meetings open to the public.
