MINUTES

1.     Draft minutes of the Parish Council Meeting held on the 12th September 2023

2.     Matters arising from the minutes.

There are no updates on St Peter’s Church closure. There are no updates on the objection to BT Openreach against the proposed installation of eight new 8mtr poles to be placed opposite the fishery in East Stockwith. LCC Highways have completed the work to cut the overhanging trees on the roadside between East Stockwith and Walkerith. However, Cllrs agreed these could have been cut back further. The clerk to follow up. Cllr D Forington and the clerk have placed the order for the new village notice board which is scheduled for delivery. Exploring a planting scheme for the memorial area is ongoing. A memorial silhouette had been purchased as agreed. Following the resignation of Cllr Kernan, a ‘Notice of Vacancy’ was placed on the village notice board. There has been interest in the vacancy. The clerk to follow up.

3.     Adjournment for public participation

Two members of the public were present. There was a discussion on rural crime. It was noted that Cllr W Forington will be attending the parish council engagement session on the 14.12.2023. Throughout December Lincolnshire Police and Police and Crime Commissioner Marc Jones are embarking on a new programme of engagement across the county  giving elected members the opportunity to hear about the work being done to keep communities safe. 

4.     Memorial service reflection

The memorial service was well attended by around 40 people. All agreed the memorial area was very welcoming, and thanks went to Phil Kitchen for ensuring the area is well maintained.   Thanks also went to Noel Waltham and David Hill for laying the two poppy wreaths. 

5.     Residents’ complaint regarding parking on Front Street, East Stockwith

Residents are frustrated by people visiting or working at the Ferry House parking on Front Street making it difficult for residents to park their cars. This was brought to the attention of the Parish Council.  Whilst the Council fully appreciated residents’ frustrations and agreed that the parking challenges faced by residents are not morally right, legally there is little if anything the Parish Council can do. 

6.     Finances

Precept 2024/25 – The estimate was agreed at £5,000, the same as previous years.  Cllr D Forington signed the precept form which the clerk will submit by the 24.11.23 along with a copy of the latest annual audit return. The final precept claim form to be submitted by 26.01.2024.

Parish Council Insurance, (Gallagher Insurance - Provider, Hiscox Insurance Company Ltd), renewal is due 05.12.23, £587.83, (Previous year £549.42). The Cllrs were satisfied with the level of cover. 

Financial position at bank 29.09.2023, £12,252.68 (Sept statement). Accounts presented to date. Cheques for signature: Insurance, £587.83; RBL Silhouettes, £200.00; Poppy wreaths, £55.00; clerk’s salary and PAYE. Cheques paid since last meeting, printing, £25.00.

The Council agreed to follow up on online banking.
