1. Draft minutes of the Parish Council Meeting held 18th November 2025

2. Matters arising from the minutes

The Clerk had followed up with Lincoln Diocese on the responsibility of St Peter’s Church insurance including public liability and is waiting for a response. The Clerk had followed up with RunThrough on adequate consultation regarding the annual Gainsborough & Morton 10k Race. Cllr Bainsborough updated the Council regarding the proposal to erect a flagpole and fly the Union Jack. Further plans had come to light through a formal connection with Australian Parish Councils and connecting to RAF Blyton. In addition both Cllr Bainbrough and the Clerk had discussed requesting pre-planning advice at West Lindsey District Council, to which the Cllrs present agreed if applicable. Cllr Bainborough proposed contacting Cllr Karen Carless for support and/or advice with planning. The Cllrs present reconfirmed that subject to the outcome of the final planning the Parish Council will request a contribution, to be agreed, from East Stockwith and Walkerith Village Hall Trust for the cost of erecting the flag.

There were none.

4. Adjournment for public participation

One member of the public was present. The Clerk will follow up with Lincolnshire County Council regarding an article published on BBC news, December 2024, suggesting that communities( in Lincolnshire) could gain new powers to request a 20mph speed limit. The Clerk was thanked for previous communication regarding following up onrequesting a 20mph sign in Little Walk.

5. Finance

5.1 5.2 5.3 Precept for 2026/27 was agreed at £5,000. The final 2026/27 Precept form was signed by the Chairman, two Councillors and the Clerk and will be submitted by 23.01.2026. The financial position at the bank was presented, current balance to the end of December 2025, £11,707.68. The financial forecast position at year end £10,592. Payments this meeting, Clerk’s salary/ HMRC.

6. Any other business

The Clerk was asked to follow up on FixMyStreet regarding the leaf collection in Littles Walk. The accumulation of fallen leaves are becoming a hazard for pedestrians.

7. The meeting closed at 8.00 pm. The next Parish Council meeting is the 17th March 2026 at 7.00pm. Venue: Grosvenor House Care Home, East Stockwith Members of the public welcome.
